My friends tell me to farm these in iron horse mines for runes but there really low levels. Is this really a good place?

I have picked up minors in Borlis Pass and Frost Gates missions in the past. But for major or superior runes I havent seen none drop til you get well into Kryta

Try the Gypsie Ettins in the northern parts North Kryta Province and Nebo Terrace, you'll find much better runes there. If you want the build, search for "Ettin Farming."
